(January 21, 2021) – Horizon Strategies – a Winston-Salem based Service-Disabled Veteran-Owned Small Business (SDVOSB) – is proud to announce a partnership with CALIBRE to support the Veterans Affairs Transition Assistance Program (VA TAP), a single award contract valued at $135 million.
Horizon will assist CALIBRE in supporting the Veterans Benefits Administration (VBA) Office of Transition and Economic Development (TED) to advance ongoing implementation of VA’s TAP initiatives to ensure service members and their families are equipped with the necessary tools and information to facilitate their readiness for civilian life.

Gen and CEO and Co-Founder Horizon Strategies. “Many members of the Horizon team are Veterans or military family members who are familiar with the VA TAP, so we’re particularly excited to work on this excellent program in cooperation with CALIBRE.”
In close partnership with the VA, Horizon and CALIBRE will provide vital worldwide TAP sustainment support for transitioning service members across more than 330 military installations within the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS).
CALIBRE will deliver the mandatory full-day VA Benefits and Services briefings required under 10 U.S.C. § 1144(f)(1)(B) to 100% of eligible transitioning service members and, on a space available basis, to dependents, caregivers, survivors, and Veterans. The scope of services includes in-person one-on-one and classroom briefings, and on-going briefer training and evaluation.
Horizon is responsible for the Midwest region of the contract, and recently completed an initial round of Veteran Benefits Advisor hiring. “We sought individuals who want to contribute to worthwhile work that has a significant impact on our transitioning service members,” says Batschelet. “To that end, many of the individuals we hired are Veterans who went through this program and have a vested interest in ensuring the VA TAP is operated to its full potential.”
CALIBRE will also provide onsite support to other TAP events, including pre-separation counseling, military-conducted Capstone assessments to verify Career Readiness Standards and the viability of Individual Transition Plans, and warm handovers to appropriate VA offices for follow-on assistance. All events have a common goal: to ensure service members are informed on, and connected to, the VA benefits that apply to their specific situation.
